 need help with some probs. with my server

hey all can any one help me

Problem 1: i can't #sleep anywhere....i can #meditate,#wake but i can't #sleep? why?

Problem 2: Admin? i can't seem to do any admin commands...not even spawn stuff, give stuff, #anon anyone..or anything??? why?

Can anyone help?

i have all the sleep.cs and admin.cs in the scripts.vol...i haven't changed any of them or even touched them in fact?
