help meeeeeeeee!!!!

this is so damn confusing!!!! it doesnt make any sense!! whenever i try to host an TRPG server it say it couldnt load the file control Inet from msnInet.ocx!!!!!! WTF IS THAT!!!!!!!!!!!!!!!!!!!!!!!!!!
